The Jinja municipal council production and environment officer Ernest Nabihamba has asked the public in Jinja town to stop littering rubbish on the street in an effort to promote cleanness in Jinja town.
Many municipal residents ignore the gazetted areas where they are supposed to drop their rubbish and go on to dump it on the street.
Nabihamba says that Jinja municipal council spends 500 million to collect garbage and cleaning up the town every day but all in vein.
He adds that in the financial year of 2016 – 2017, municipal has spent 580 million UGX of which 25 million UGX is paid to the contractors per month,paying road sweepers, laborers, fuel and maintenance of those vehicles.
The environment officer Jinja municipal council Ernest Nabihamba stressed it out that garbage collection has paused a financial burden to them and it has paralyzed other activities including the healthy services.
It’s on this reason therefore; the municipal has drafted a by-law called polluter pay principal where every homestead will start paying for the contractors before taking their rubbish to the dumping site.
Factories with in Jinja will be entitled to pay 50,000/ a month, hospitals and clinics will pay 30,000/ small restaurant will 30,000/and home domestic will be paying 2000 a suck but this will depend on the volume of rubbish you have.
The collective effort will help the residents to be more responsible in preserving the environment and the town will look clean everywhere because everybody will be accountable on the volume of rubbish without leaving to municipality only
He cautions the public to comply with the nearly coming by-law and failure to do so, then one will be paraded in the courts of law which will attract a fine of 40,000 or both.
However people who operate their businesses in the town premises will not comply with the upcoming by- law because they extremely pay the market dues.
