The Inspector General of Government, Irene Mulyagonja Kakooza has directed the National Council of Sports (NCS) to suspend the operation of the contract they have with Pastor Elvis Mbony’s ZOE Fellowship Ministries for the use of Lugogo Cricket Oval.
There has been a public outcry and also by the Uganda Cricket Association (UCA) after the NCS awarded Mbonye’s Ministries a five year contract (worth over Uganda Shillings 200million) to use the Cricket Oval every Tuesday.
In a letter dated June 5, 2018 and copied to the First lady and Minister of Education and Sports, Janet Museveni and the State Minister for Sports, Charles Bakkabulindi, the IGG said there will also be a systematic review of operations and management of NCS.
The IGG’s office noted that they received a complaint against NCS that they were operating in a manner characterised by high-handedness and general mismanagement of the affairs of the Council.
“It was specifically alleged that the Lugogo Cricket Oval was irregularly contracted out for the use of the Zoe Fellowship Ministries for it’s massive public prayer rallies much to the detriment and prejudice of the state of the grounds and activities of Cricket.
The IGG said the Uganda Cricket Association alleges that the implementation of the terms of the contract will stifle the activities of the various Cricket teams and make it impossible for them to prepare for various tournaments. “It was further alleged that the manner in which the proceeds from such contractual obligations are received and accounted for is irregular and contrary to the requirements of the Public Finance management Act and other related legal standards,”the letter read in part stated.
